M+E Supervisor – Building Services

Job Purpose:

As M&E Services Supervisor you will work in a team providing a broad range of infrastructure, facilities and building services expertise and support across the port to maintain and improve existing buildings, port infrastructure and other structures or facilities via a Framework contractor and sub-contractors. The post holder will have primary experience in managing infrastructure and building services maintenance work from identification to supervision and inspection of works on site. The post holder needs to be proactive and flexible and be able to manage numerous work activities and projects simultaneously and maintain close liaison with contractors and the delivery team. The post holder needs to have a high competence of construction health and safety. The post holder needs to have a mindset of customer service and quickly form good working relationships with key clients such as the Estate department and the Cruise and Cargo department as well as the wider port community. Working collaboratively with contractors in the delivery of inspections, maintenance and projects will be a daily part of this role. The post holder will play an integral part in the function of the Department in ensuring that the Board’s assets are installed and maintained effectively and to the appropriate standards of safety and statutory compliance.

Duties of the Post Holder:

Planning, execution, and monitoring of minor works up to large building and infrastructure projects and planned maintenance programmes.

Liaising directly with Contractors and Stakeholders, arranging site and building access and overseeing construction and maintenance works ensuring compliance with all aspects of Health and Safety; CDM Regulations and DHB Contractor Safety Code requirements.

To instruct, supervise and assess work carried out by Framework contractors and other external contractors.

To liaise with stakeholders and contractors to supervise and manage the execution of maintenance / projects on the Board's behalf, including the progress of work on site in respect of brief, time, quality, safety, and operational constraints.

Providing a flexible approach to normal working time, work overtime and attend emergencies and breakdowns as required and when available. The post will require a high degree of flexible and adaptable team working.

Providing support to Project Managers when requested.

Undertaking courses of retraining and improvement which may become necessary

Problem solving; detecting and analysing underlying problems and taking long term corrective actions and fault finding.

The Ideal Fit Our Operation (Knowledge & Experience)

A minimum of 5 years’ experience in the installation and maintenance of M + E Building Services systems

Good working knowledge of HVAC, gas, electrical, life safety, and control systems, with demonstrable experience of facilities management

Qualified to HNC / HND in M + E building services discipline(s) or similar NVQ qualifications (depending on experience)

Qualified in, or previous experience as an Electrical systems and Authorised Person for HV and LV systems would be an advantage

Demonstrable experience of working within safety management systems, ideally CSCS card registered

Qualified to City & Guilds Confined Spaces, or equivalent, is desirable

Qualified to City & Guilds Supervising and Managing Working at Heights, or equivalent, is desirable

Demonstrable understanding of Statutory Regulations, CDM Regulations and Health and Safety Legislation, Asbestos Regulations and permit to work etc

Experience and understanding of the operation of NEC Contracts would be an advantage

Proficient in the use of MS Office

Experience in the use of asset management systems, such as IFS, or similar is desirable.

Able to work at heights (on and over water) if required

Full driving licence and own transport with business insurance. Contactable outside office hours and able work additional hours on occasion

Ability to understand and interpret scope requirements and to pro-actively manage contractors’ activities on site

Ability to communicate effectively and tactfully with stakeholders at all levels to facilitate access and timely progress of works

Ability to read and interpret building and engineering drawings of all disciplines and to solve problems

Adopts a collaborative approach to problem solving and progressing of works

Maintain a clear focus when under pressure

Strong technical and analytical skills with the ability to think broadly on issues, offer ideas and solutions and apply good judgement in problem solving.
