Our client one of Europe's busiest ferry ports, are recruiting for a Civils Framework Manager who will be responsible for the delivery of civils, infrastructure and paving maintenance works & projects on the Estate using the appointed framework partners (contractor/s)

Job Purpose

  • You will support other Framework Managers with their responsibilities of overarching management & co-ordination of other Framework Partners, i.e., Buildings and M&E.

  • Working with our Framework Partner(s) and our in-house Engineering team you will scope, plan, deliver, communicate, and audit all works under the Framework.

  • You will coordinate and direct a group of project managers, engineers and other professional staff to work collaboratively with our framework partners in the delivery of; improvement projects; planned preventative maintenance and reactive maintenance on marine side and landside assets.

  • Together with the in-house Framework Commercial Manager you will manage the contractual and commercial aspects of the framework contract, ensuring positive and collaborative partnering with the business entities impacted by projects, driving engagement, providing early warnings and communicating successes where applicable.

  • You will be responsible for developing and maintaining the Ports paving strategy and ensure paving & civils designs and specifications are aligned to statutory and best practice approaches.

Duties

  • To fulfil the role of Civils Framework Manager for specific projects and work streams allocated to you in line with the project management methodology and PoD Governance procedures

  • To manage, triage & prioritise planned and reactive maintenance works, issue Work Packages, and audit execution of works by framework partners

  • To build positive relationships with both internal (PoD), external stakeholders and framework partners working collaboratively in the planning and delivery of improvement projects and maintenance of marine and landside civil engineering assets across the Port estate minimising operational disruptions during works delivery.

  • To work collaboratively with in-house 'Engineering managers’ to plan resources for delivery of projects from inception to completion

  • To coordinate and direct a group of in-house project managers, project engineers and other professional staff to 'project manage’ delivery of works

  • To work in tandem with the in-house 'Framework Commercial Manager’ in the control and delivery of the commercial and financial requirements of contracts that arise from the delivery of projects and maintenance within a framework

  • To control, administer and monitor the issuing of Work Packages within a framework, and any variations to these work packages

  • To work in conjunction with planning resources to develop high level programmes for delivery of Work Packages within a framework contract and ensure regular update and financial forecasting of the delivery plan, whilst making the progress on the plan visible across engineering and the wider business.

  • To assist with providing an Employer’s monthly valuations of works, or the verification of the accuracy of 'Applications for Payments’ from contractors as required

  • To assist with checking the validity and any subsequent financial evaluation for compensation events, variations, extension of times and contractual claims in general

  • To bring to early attention any situation or incident that may expose the Board to a significant risk that has not been recorded on the appropriate Risk Register and to ensure robust risk management is applied when planning and delivering any works across the port, in line with PoD project management methodology.

  • To support on the development of the long-term civils, highways and structures plan aligned to the future DHB asset strategy.

  • Take a keen interest in emerging paving design and construction methodologies, material technologies, and paving inspection techniques, assess their suitability for application within the Port estate, and champion their adoption where whole-life cost/benefit analysis supports their justification.

Knowledge and Experience

  • BSc/BEng Civil Engineering, or similar

  • Chartered or Incorporated Engineer (or approaching)

  • Member of the Institution of Civil Engineers (MICE) or equivalent.

  • Member of the Association for Project Management or equivalent, preferred but not essential

  • Experience in the planning and delivery of civil engineering and paving works.

  • Knowledge of working within a contractual environment (NEC contract experience desirable).

  • Understanding of Tendering and Contract Administration.

  • Understanding of cost and budget management.

  • Good level of understanding of Risk Management and compliance with Health, Safety and Environmental standards, along with working knowledge of CDM 2015.

  • Experience using Microsoft Word, Outlook, Excel and ability to use project planning tools.

  • Hold a valid driving licence and use of own vehicle.

  • Knowledge of confined space and marine working and procedures, preferred but not essential
