My client has recently undertaken the largest programme of investment in contemporary times and is seeking a highly experienced candidate to join them as Head of Contracts and Procurement. The right candidate will be joining them in a pivotal role during a time of growth with an organizational vision on target for 2021.

 

Job Details:

  • Lead the Contracts & Procurement team in the effective commercial delivery of the programme of works in conjunction with the Engineering Services department including making the key delivery frameworks a success

  • Ensure the Contracts & Procurement team continue to promote and guide the business to adhere to the operation of all procurement and purchasing processes within the organization in accordance with existing policies, procedures and statutory requirements

  • Actively promote supplier relationship management across the business, striving to continuously improve our supply partners and improve the value captured from these relationships. Efforts must be made to continue to foster good relationships with the market, ensuring the organization continues to enhance its reputation.

  • Guide the Contracts and Procurement commercial team in all contract administration activities ensuring timely resolution of important matters and enforcing contract terms when appropriate

  • Oversee and guide the cost, value, reconciliation process (CVR) on the projects and frameworks, ensuring projects are forecast appropriately within the Engineering Services budget. 

  • Provide support, guidance and direction on OJEU procurement activities, ensuring compliance with the Utilities Contract Regulations at all times 

  • Ensure that those contracts that are in place are robustly managed to derive the added value expected of them through Service Level Agreements, KPIs and continuous improvement mechanisms. 

  • Where new or replacement contracts or frameworks are implemented ensure that the learning from either the existing contract is challenged, understood and formulates part of the new procurement

  • Work with the wider team and supply chain partners to ensure information and data are captured both in records for as-built information and future procurement activities. Work closely with the General Manager for Engineering Services to ensure compliance to the plan, promoting professional working practices across the Engineering and Contracts & Procurement teams, always striving to improve collaboration, accountability and delivery. Ensure delivery of procurement projects for Corporate Facilities Management.

  • Work alongside the Head of Legal Services to ensure robust contracts to significantly reduce litigation risk. 

  • Improve procurement resilience and generally up skill the entire team to manage risk with the objective of reducing the need for existing technical deliverers to manage contracts.

  •  To act as a champion of change throughout the organization promoting a culture of raising standards and project delivery to time, cost and quality improving whole of life cost of asset ownership to maximize profitability in accordance with agreed targets.

  • Work with the Asset Management team to ensure the integrity of the fixed asset register in accordance with organizational policies to enable accurate life cycle/capex planning

  • Utilize new technological solutions to improve all stages of the contract administration process from prequalification to tender outcomes and work package management, including the sign-off and verification process.

  • Support the Head of Engineering Services and Head of Asset Management to carry out analysis of the resource implications for identified projects to ensure effective scheduling and inclusion in the longer-term planning framework in the light of resource constraints and changing circumstances.

 

Skills and Qualifications:

• Experience leading a procurement/commercial function over a wide range of goods, works and services

• A solid understanding of contract law and its application

• Understanding and working knowledge of OJEU procurement regulations

• Experience of structuring, negotiating and managing supplier contracts
